ABSTRACT This invention relates to a system for attaching a plastic liner to a substrate such as a hopper, railway car or truck body. A plastic liner is attached to a substrate using a bolt with a plastic capped head that is received in an enlarged recess at the exposed liner surface to be flush with said sur- face and that has an attachment shank that extends through a shank opening in the liner at the bottom of the recess and into the substrate. Means are pro- vided for engaging the shank and securing the shank to the substrate. The recess is straight sided. The cap is straight-sided and includes a peripheral portion that extends around the periphery of the bolt head and is peripherally smaller than the recess. The peripheral portion includes a radially outwardly ex- tending flexible sealing skirt that is peripherally larger than the recess in an unconfined state and in its confined state is rolled upwardly into sealing engagement with the sides of the recess. In a pre- ferred embodiment, a squared portion on the bolt shank deforms a liner opening to provide a nonrotatable engagement, and there is a plastic wear washer to accommodate lateral movement allowed by an oversized substrate opening. The system is readily adapted for field installation using conventional tools.
