ABSTRACT A bumper assembly comprising a fastener device for attachment to a sheet having a rectangular opening formed therein and having a shank having tool engaging means at one end thereof for rotation of the fastener device about the centerline of the shank. An elongated flange extends across the opposite end of the shank at right angles to the centerline of the shank. A circular flange is disposed around the shank and spaced below the elongated flange. A pair of arcuate shaped cam portions are disposed on the circular flange facing the elongated flange. The portion of the shank between the circular flange and the elongated flange has a pair of arcuate surfaces and a pair of shoulders. The elongated flange is dimensioned for inser- tion into the rectangular opening formed in the sheet which has a thickness of less than the distance between the elongated flange and the circular flange, such that inser- tion of the elongated flange into the rectangular opening and rotation of the fastener device through 90° causes the cam portions to fall into the rectangular opening to lock the fastener in place with the shoulder surfaces inhibiting further rotation of the fastener. A sleeve of elastomeric material is disposed around the shank and extends from adjacent a tool engaging part to a point adjacent the circular flange.
