A data communication system for transmitting ciphered or non-ciphered data between a data transmitting device and a data receiving device via a data transmission line. A data ciphering apparatus includes switching devices that, switch the connection between the data transmitting device and the transmission line to enable an insertion of the ciphering apparatus. Connected with the switching devices there is a line conditioner for detecting a call from the data transmitting device, a control code monitor for monitoring communication control codes from the data transmitting device, a scrambler for ciphering the data transmitted from the data transmitting device after the detection of the communication control codes by the control code monitor. There is a drive control connected with the switching devices and associated with the switching devices, the line condition detector, the control code monitor, and the scrambler, for supplying the transmission line through the switching devices with ciphered data of the data from the data transmitting device. The data deciphering apparatus includes switching devices for switching the connection between the transmission line and the data receiving device to enable insertion of the deciphering apparatus. Connected with the switching devices there is a line conditioner for detecting a call transmitted through the transmission line, a control code monitor for monitoring communication control codes through the transmission line, a descrambler for deciphering ciphered data transmitted through the transmission line after the detection of the communication control codes by the control code monitor. There is a drive control connected with the switching devices and associated with the switching devices, the line condition detector, the control code monitor, and the descrambler, for receiving data and supplying the data receiving device through the switching devices with deciphered data of received data transmitted through the transmission line.
