ABSTRACT OF THE DISCLOSURE A proportional air control valve including a flow control element and a pair of springs, one of which is relatively light in weight and which normally holds the flow control element in its closed position and the other of which has a substantially higher rate and which is effective to preclude to resist further movement of the flow control element in its opening direction. The valve is operated by applying a pulsing actuating force to the flow control element.
