ABSTRACT OF THE DISCLOSURE The preparation is in the form of an ointment, paste, cream or the like and contains one or more hydrophilic and/or lipophilic active substances, a fatty or oily phase, an aqueous phase, emulsifiers and one or more preservatives and perfume components, and comprises a very finely dispersed mixture of an oil/water emulsion containing an oil/water emulsifier and one or more preservatives and a water/oil emulsion containing a water/oil emulsifier. The preparation is made by a process involving intimate mixing of the two emulsions under reduced pressure, optionally at a temperature of up to, say, 50°C., and with control of particle size (normally in the range 1 to 50 µm). The product provides appropriate care for different skin areas according to their specific fat, nutrient and/or moisture requirements.
