Abstract Cementitious binder for consolidated fill comprises: (a) about 55 to 97 parts by weight of finely divided water-hardenable cementitious iron blast furnace slag; (b) about 3 to about 45 parts by weight of Class C fly ash; and (c) an alkaline activator elevating the pH of the composition above about 11 in the presence of water, said catalyst being selected from the group consisting of strongly basic alkali metal and alkaline earth metal hydroxides in an amount of about 2 to about 15% by weight based on the total weight of said slag plus said fly ash and normal portland cement powder in an amount of about 3 to about 25% by weight based on the total weight of said slag plus said fly ash.
