Abstract of the Disclosure A high efficiency coding system has an elementary circuit configured as a predictive coding circuit comprising an A/D converter for converting an input analog picture signal into a digital picture signal, a subtractor to make the difference between the digital picture signal and a prediction signal to produce a prediction error signal, an adder to calculate the sum of the prediction signal and the prediction error signal, and a prediction circuit responsive to the output of the adder to produce the prediction signal. The predictive coding circuit is further provided with a control pulse generator responsive to the input analog picture signal to produce a sampling pulse for the A/D converter and a select signal, a first selector responsive to the select signal to select either the prediction error signal or a fixed value, and a second selector responsive to the select signal to select either the prediction signal or a fixed value. Thus, this system can facilitate the processing for fractional pixels produced as a result of defining the picture signal by the two-dimensional block.
