ABSTRACT OF THE DISCLOSURE A stable acidic and alkaline metal oxide sol is formed by hydrolyzing a metal salt precursor in the presence of a stabilizing component chosen from the group consisting of surfactants having an HLB of at least 8, dispersing carboxylate polymers, and mixtures thereof, then alkalizing by adding a water-soluble amine compound, preferably diethylaminoethanol.
