First the contaminated soil is treated by spraying of an N/P type aerobic bacterial flora nutrient in an oleophililic form, and then by the addition of hay and an N/P/K type hydrophilic nutrient mixed into the soil by mechanical means. This results in a biological process which within several months lowers the soil hydrocarbon content to below 500 mg/kg. The oleophilic nutrient is preferably a micro-emulsion of the N/P salt solution type in a lipomiscible organic solvent.
