An actinic radiation curable, cationic polymerizable composition having greatly enhanced reactivity, reduced viscosity and low odor comprised of an aqueous solution of a cationic polymerizable compound such as a cycloaliphatic epoxy compound; optionally a water compatible hydroxy functional cyclic ether compound, such as, an epoxy or oxetane or tetrahydrofurfuryl compound; and water.
