A system for providing a modem termination for a dial-up connection originating in a switched telephone network associated with a broadband packet network is described. The system includes remote access servers and a remote access server policy manager. Two configurations are practical. In a first configuration, the remote access server is connected to the broadband packet network by an interface that coverts broadband transport protocol to time division multiplexed (TDM) protocol and the remote access server receives the TDM data. In the second configuration, the remote access server includes an integral interface that permits the remote access server to be connected directly to the broadband packet network. In either configuration, data may be passed directly from the remote access server to a gateway to the data network using the broadband packet network. The advantages include, reduction in equipment and trunking infrastructures; flexible allocations of modem terminations across a network; and, economy afforded by an infrastructure shared by a plurality of unrelated service providers.
