The present invention incorporates special ROTOR ASSEMBLIES suit- ably mounted to appropriate supportshafts mounted in suitable bearings installed suitably whereinwhich such assemblies constitute INERTIA REACTIVE PROPULSER UNITS which consist of at least ONE PAIR of ROTOR ASSEMBLIES of which each Rotor assembly is revolved by a suitably affixed PRIME MOVER in counter-to-each other revolvi- ve direction within an appropriate installation base structure and wherein each Rotor assembly is equipped with radially mounted even- ly spaced bearing equipped support arms meant to support special suitably installed HEAVY MASS BLOCK FLIP-KICKER WHEEL SETS, which, while being securely installed in independently articulated sus- pension installation mode, follow a certain preprogrammed CAM-TRACK contained within a certain specially shaped CAM SHROUD thereby resulting in having such certain heavy MASS BLOCK FLIP-KICKER WHEEL SETS in secure but articulated revolvement follow ( depending on each specific location ) such cam shape track component within such special installation shroud through either a shorter radial refer- ence frame track or a more effective longer radial reference track in such a way that each articulated HEAVY MASS BLOCK FLIP-KICKER WHEEL SET UNIT transmits a unit-specific higher or respectively lower LIFT MOMENT INTO the overall INERTIA REACTIVE PROPULSER UNIT.
