A system (43) and method for improving handoff performance of a cellular telecommunications network (20) having a serving exchange and a serving cell (C) in which a mobile station is engaged in a call. The system adapts a first timeout period during which signal strength measurements are collected from a plurality of cells (A, B, D, G and H) that neighbor the serving cell. A variable timing mechanism (45) measures time periods starting when a handoff measurement request is generated. The system then sets the variable timing mechanism (45) to measure a specified time period for each of the plurality of cells, collects the signal strength measurements during the specified time period, and processes the signal strength measurements when the specified time period expires. The system (43) also adapts a second timeout period during which a handoff request from the mobile station is queued while awaiting an available voice channel in a target cell for handoff. The system (43) measures a default value for the second timeout period, changes the default second timeout period to an adapted second timeout period for which there is a maximum probability of handing off a call associated with the handoff request, and determines whether the handoff request should be queued for the default second timeout period or the adapted second timeout period.
La présente invention concerne un système (43) et un procédé d'amélioration du transfert dans un réseau cellulaire de télécommunications (20) ayant un central de desserte et une cellule de desserte (C) dans laquelle un poste mobile est en communication. Le système établit une première temporisation pendant laquelle des mesures de puissance du signal sont collectées dans un certain nombre de cellules (A, B, D, G et H) voisines de la cellule de desserte. Un mécanisme de rythme variable (45) mesure des périodes à partir du moment où est produite une demande de mesure de transfert. Le système règle ensuite le mécanisme de rythme variable (45) afin de mesurer une période spécifiée pour chacune des cellules précitées, il collecte les mesures de puissance du signal pendant la période prescrite et il les traite quand celle-ci expire. Le système (43) établit ensuite une deuxième temporisation pendant laquelle une demande de transfert provenant du poste mobile est mise dans la file d'attente en attendant qu'un canal vocal soit disponible dans une cellule cible pour le transfert. Le système (43) mesure une valeur par défaut pour la deuxième temporisation, transforme la deuxième temporisation par défaut en une deuxième temporisation adaptée pour laquelle il y a une probabilité maximale de transférer un appel associé à la demande de transfert, et détermine si la demande de transfert doit être mise en file d'attente pendant la deuxième temporisation par défaut ou pendant celle qui est adaptée.
