The invention relates to a method for producing water-soluble, cationic polyelectrolytes. Polymerisation of water-soluble monomers is initiated by a combination of UV light, a photoinitiator and a redox system at low temperatures. The inventive method is characterised in that the redox system can only initiate polymerisation at temperatures of 20 ~C or above. The polymers have a high molecular weight and a low residual monomer content.
