A steel-strand plastic-covered cable is formed with crimped end-loops. A swivel-hook-fastener is clamped into the smaller end-loop, and the other end- loop is large enough that the fastener can pass through, to form a slip-loop. The slip-loop is looped through or around a fixed point such as a screwed-in eye-hook, or alternatively e.g a table leg, and the swivel fastener is secured to the dog's collar. The dog is then confined to a small enough radius of movement that the dog is inhibited from defecating while tethered. The tether is used as an alternative to caging for the purpose of house-training puppies and dogs.
