An acoustically significant composite panel (100, 300, 400, 500, 702, 1008) having a general sound-absorbing face (or a general sound-diffusing face) and a tuned sound-absorbing face. Such a panel (100, 300, 400, 500, 702, 1008) includes a sandwich or composite of a first layer (202, 402) of molding media, a honeycomb (204) of cells and a second layer (206, 214) of molding media. The first layer (202, 402) has at least one or more apertures (210, 1206) in it that convert the corresponding cells (208, 406, 408, 410) into Helmholtz resonators (1200). These Helmholtz resonators (1200) can be tuned to the same or different frequencies. The second layer (206, 214) is generally sound- absorbing. A general diffuser structure (302) can be attached to the second layer (206, 214). These panels (100, 300, 400, 500, 702, 1008) can be attached to the walls (1002, 1004, 1006, 1106) and/or ceilings (708, 1104) of a room to control its sonic quality. Also, these panels (100, 300, 400, 500, 702, 1008) can be suspended vertically below a ceiling (708, 1104) to control noise.
