The present invention relates to a fuel/liquid dispensing device having a lower threaded cap adapted to engage a container, through which is inserted a spout having a lower outward end flange, contiguous outer threaded section, and outer threaded pouring end opposite. Said spout is turned into a spout holder located at the center of an upper threaded cap, secured to a threaded lower cap extension; raising said upper threaded cap withdraws said spout to point of contact between said lower outward end flange and a sealing washer on the under-side of said lower threaded cap and is secured there by an interior threaded sleeve through which said spout passes. Said upper threaded cap is rotated counter-clockwise from said spout permitting said fuel/liquid egress, and may be replaced to securely close said spout in the temporary extended position. The forward pouring end of said spout may be flexible material, vary in size and length, to facilitate other desired pouring options. The present invention provides safe and secure storage of fuel/liquid in said container, easy conversion to the pouring mode, and quick return to its original position, performed without touching said spout.
