A device that is used to plug an upwards drill hole prior to loading with material. The device comprises of a center tube for a loading hose to be inserted through the device so the drill hole can be loaded with material after the devise is inflated in the drill hole. The center tube contains a sealer cap on the top for when the loading hose is pulled back through the plug the cap closes to seal off the plug so no material can leak out of the drill hole. The device comprises of an inflation cylinder, a centre tube with a cap on one end, a valve to retain the inflation material in the cylinder and an inflation hose with a tension cable and a disconnect valve which is released when the inflation hose is retracted from the device.
