A standard domestic electric water heater comprises a cylindrical tank having an upper immersion heating element to heat the upper 1/3 of the tank and a lower immersion heating element to heat the remainder (2/3) of the tank. A programmable thermostat to control the lower immersion element according to a preset schedule or input power level.
