With only an understanding of the functionality to be provided by a service, one can quickly and easily develop or create such a service by, in accordance with the principles of the invention, selecting and arranging instantiations of predetermined "pictures", e.g., icons, into a multilevel outline which generallyspecifies the service logic of the desired service. Each picture represents a "service building block", e.g., a high level process part and its customizable attributes, and for each instantiation of a picture in the multilevel outline there exists a corresponding instantiation of a service building block. The operation of the instantiations of the service building blocks are customizable in response to attributes supplied by the service creator. A service development system arranges instantiations of the service building blocks, in response to the operations on the pictures, to develop a program that implements the service logic as specified by the multilevel outline. The display of the graphical multilevel outline may be expanded or collapsed by the service creator for viewing convenience without affecting the service logic or attributes of the corresponding service.
