The invention provides for a portable apparatus that prevents the entry of debris and animals into culverts which can cause blockage, reduced water flow and flooding. In accordance with the invention , the apparatus comprises a plurality of vertically aligned individual grate members that are hingedly attached to a horizontal base. The grate members are rotatable on the horizontal base such that they can move to a substantially horizontal position to facilitate debris removal. The invention is easily removable and transportable and facilitates debris cleaning while in place in front of the culvert opening. The invention provides for an attachment means on the grate members to facilitate the lifting of the apparatus and the rotation of the grate members during debris removal.
