Abstract of the Disclosure A method and apparatus are disclosed for forming polycrystalline superconductors of the thallium calcium- barium-copper oxide system, having high current-carrying capacity and high magnetic field behavior. A polycrystalline precursor comprised of calcium, barium, copper, and optionally thallium, or oxides of the same, having a stoichiometry suitable for forming a polycrystalline Tl-Ca- Ba-Ca-O superconductor is annealed in an oxidizing atmosphere, and in the presence of a source of thallous oxide. The source of thallous oxide is heated to a first temperature that establishes a preselected partial pressure of thallous oxide over the precursor, and the precursor is heated separately to a second temperature where the Tl-Ca-Ba- Cu-O superconductor is formed, the first and second temperatures being selected to form a polycrystalline structure having strong current links between grains. An annealing apparatus for performing the annealing method is comprised of a vessel suitable for containing an oxidizing atmosphere and resistant to chemical reaction with thallous oxide, the vessel having at least two separate heating zones configured to have a common atmosphere for the two zones. Means for maintaining a preselected atmosphere within the vessel during annealing, heating means for heating the two zones separately, controlling means for heating the zones to predetermined temperatures, and cooling means for cooling the vessel so that the zones are cooled at predetermined cooling rates.
