A packet switching network includes a transmitting station, an ATM switching system and a receiving station. The transmitting station has a trafficrate controller for controlling the traffic rate based on the congestion in the ATM switching system as well as the data cells stored in the transmission data storage section for receiving data for transmission. The traffic rate controller controls the number of transmitted cells between adjacent forward resource management (FRM) cells, thereby avoiding a reduction in the traffic rate during data transmission which is caused by lack of available data for transmission supplied to the transmission station.
