The present invention discloses methods, processes and apparatus to use a location tracklog (e.g., from GPS) for metering and billing parked vehicles. These methods and processes include specialized filtering and compression programmed into small format devices mounted on vehicles and a central processing facility to collect these tracklogs for matching with parking rules and detailed parking maps of sub-meter accuracy to bill vehicle owners. In specific, this invention benefits vehicle owners by removing all of the annoyances of using mechanically metered parking. It benefits owners and operators of parking facilities by reducing equipment costs, abuses by vehicle owners and by employees and by enabling small, uneconomical lots to become a viable source of revenue. In general, this invention has related impacts on any billing application where distance and place (sales or service person on calls), time and position (parking), or route and distance (toll roads) are billing metrics.
