A method for preparing a substance. The method involves flowing an alternating electrical current through an electrolytic material. The alternating current is caused to flow for a period preferably at least 10 minutes, and more preferably 4-8 hours, so as to change a physical property thereof. The current is then removed. The substance has active properties which last for a limited time. While active the substance may then be used to provide medical/cosmetic therapy to a recipient. This may be accomplished by topical application, nebulizing, or internal injection of the substance into the body of a human or animal recipient.
