The present invention provides a device for clearing an obstructed pipe such as a sewer pipe, including removal of a blockage. The device is powered by a motor, such as a hydraulic, pneumatic or other motor, thereby providing mechanical power to a set of rotating tools that can cut, mulch or bore in order to clear a blockage. The torque of the rotating elements in the device is essentially balanced by the torque of counter-rotating elements such that there is little or no net torque along the length of the device. The device can be light, portable, and provide a suitably stable platform on which a camera may be mounted.
