Solids, which are contaminated with high viscosity oils, such as heavy oil contaminated sand produced from heavy oil productions; drilling cuttings contaminated with oil-based drilling-fluids, and solids which are contaminated with similar oil-based fluids, are difficult to cleanup. A process is invented for the separation of heavy oils and high viscosity oil- based fluids and contaminants from solids, such as drilling cuttings, sand and soil, and thereby cleaning such solids. The contaminated solids are washed with light oil to reduce the viscosities of fluids and heavy oils and to remove most of these heavy oils and oil-based fluids. The viscosity of the remaining oils in solids is also reduced. The washed solids are then passed through a flotation system for separating oils from the solids, further reducing the oil contents in the solids. After the oil content is reduced to a minimum amount, the solids are washed with surfactants. Thereafter, solids are mixed with absorbents to absorb the remaining oils. In case that the cleanup still does not meet the required regulatory standards, the solids are then encapsulated and solidified. Due to high reduction of the content oil, the amount of material used for encapsulation process will be low.
