This invention relates to a process for preparing cellular polymers having urethane groups, isocyanurate groups, or both. The cellular polymers are prepared by reacting an organic polyisocyanate with a polyol in the presence of a blowing agent, a catalyst, and a perfluorinated hydrocarbon or a mixture of perfluorinated hydrocarbons. The use of the perfluorinated additives enhances the thermal insulating properties of the foams.
