An improved paving composition includes between 89 - 93 % graded aggregate, 5.76 % asphalt cement, 0.24 % SBR polym- er and 1 - 5 % graded recycled crumb rubber. The asphalt cement and SBR polymer are blended and heated to form a first mix- ture. The aggregates are blended and heated to form a second mixture. The two mixtures are blended together prior to the addi- tion of the graded recycled crumb rubber.
