Means and method of generating electrical power by combusting a fuel gas in an internal-combustion engine and so doing useful work, such as driving an electrical generator, while virtually eliminating the harmful emissions characteristic of fossil fuel combustion. The fuel is evolved in gaseous form by high-temperature conversion of carbon and water, as in an underwater arc provided with carbon and lacking hydrocarbons. The gaseous fuel is non-self-combustible, but is readily combustible in the presence of air. Its composition is imperfectly understood, but it appears equivalent to hydrogen in major amount and carbon oxides (mainly monoxide) in minor amount. Its combustion products are essentially carbon dioxide and water.
