To provide: a plant growth promoter which is highly safe and is not harmful to the human body; a plant growth promoter which has an excellent plant growth promoting activity even in a wide temperature range from a lower temperature to a higher temperature; a plant growth promoter in which ubiquinone can be maintained stably, which can be dispersed uniformly and can exist stably in a soil or a medium for supplying the nutrients to a plant (e.g., an aqueous liquid), and which can be used for a plant effectively; and a plant growth promoter which is effective at any phase in the initial growth stage of a plant.
