An apparatus for preventing by snow accumulation on a structure due to the presence of a substructure which causes the formation of a sheltered area is provided. The apparatus includes a plurality of modular elements and an anchoring system. Each modular element has a density less than that of the drifted snow. Each modular element is sized and shaped to occupy a volume within the sheltered area and thereby prevent drifted snow from accumulating within the volume. A method of preventing snow accumulation is also provided. The method includes the steps of providing a plurality of modular elements, positioning the modular elements next to the substructure, at least partially occupying the sheltered area, so as to displace at least a portion of the drifted snow likely to accumulate therein, and anchoring the modular elements proximate the substructure.
