A novel capacitance mat is provided for use in measuring loads, e.g., might be imposed by a wheel of a vehicle. This capacitance mat includes a vertically- stacked sandwich of a plurality of substantially-horizontal electrode plates forming a capacitor. Substantially-rigid dielectric material separator means are disposed between stacked electrode plates. The substantially-rigid separator means define spaces at which at least one of the electrode plates may bend in response to an applied load to move with respect to each other. This bending of the electrode plates caused the capacitance of the mat to change.
