A voltage converter comprises a plurality of cascaded power cells and a digital controller that applies actuating signals to the power cells. The controller produces a reference voltage which is divided into voltage levels and sampling periods. The sampled reference voltage is used to generate actuating signals for the power cells. The controller calculates a total duty cycle for the converter that corresponds to the reference voltage level and distributes the total duty cycle among the power cells. In preferred form, the invention provides balanced power consumption in the power cells, minimal harmonic distortion and no extra switching losses.
