This invention relates to using high precision valves, specifically shaft valves, to coordinate the mixing of fluids in an easy to operate manner. The pressure for these valves can be supplied without electricity by using the force of gravity upon controlled water columns. These water columns may be either manually filled on a periodic basis or continuously filled using pumps. Overfilling can be prevented by designed overflow ports. The pump may be powered by hand. The system may be applied to a pick up truck to create a highly mobile water disinfection plant that is without the need for electricity.
