A system and method for multi-level online learning is disclosed which is expected to be not sensitive to the curse of dimensionality and have good behavior in the presence of irrelevant attributes, noise, and even a target function changing in time. The method initializes weight vectors, receives an instance having a true label, generates a predicted label, compares the true label with the predicted label to determine if a prediction is correct, and if the prediction is not correct, updates the weight vectors according to updating rules. A method of recommending items maintains a set of classifiers corresponding to a set of items for providing ratings, observes the user's rating an item, updates the set of classifiers in response to an observed behaviour, predicts ratings using the set of classifiers, and recommends at least one item having a high predicted rating.
