2137915 9326114 PCTABS00028 A data transmission network uses a primary telecommunications link as a cellular network (32), and a backup telecommunications link. The system continuously monitors the links and switches to the back up link (50) if the cellular link is not operative. Examples of backup links include long-range radio and fiber optics (50''). A software package is included in a computer (33) at a monitoring station (39) for effecting integrity checks of the links, and RF fault modules (70) are also included. The RF fault module (70) can be used in conjunction with a control panel having one line output or with a control panel having two separate line outputs.
