An ozone mass transfer apparatus, particularly for infusing ozone and air or oxygen with wastewater and cooling water streams, and for blending air and/or other gas with oils and/or fats. The apparatus consists of a pump or pumps, hydrocyclone or hydrocyclones within a pressure vessel. Ozone, air and waste or cooling water streams are pumped through a progressive cavity pump into a shearing hydrocyclone or IC-Sep with one or more tangential inlet ports equipped with ramps to initially induce a rotational flow at the head of the hydrocyclone. A pressure control valve maintains the proper inlet pressure and differential pressure across the hydrocyclone. The reducing internal diameter of the hydrocyclone or IC-Sep causes the ozone, air and water or air and oil/fat to accelerate to the single outlet of the hydrocyclone. With no exit for the less dense entrained ozone/air other than to follow the water to the single outlet, the bubbles are sheared to micron size and thoroughly blended/dissolved/mixed with the water or oil/fat stream at the outlet of the hydrocyclone.
