ABSTRACT OF THE DISCLOSURE A process for preparing a 2-oxo- 1,3-dioxolane, comprising: reacting an epoxy compound with at least one functional epoxy group with CO2 in the presence of a Quaternary phosphonium compound catalyst and at a reaction temperature of about 60 to 200-C under normal pressure. The catalyst are typically [(R1R2R3R4)P]+X , wherein R1 to R4 are alkyl or aryl and X is an anion.
