This invention provides anti-inflammatory agents, particularly agents for treating arthritis, and bone resorption inhibiting agents containing a thienopyridine of thienopyrimidine derivative of formula (I) or a salt thereof. This invention also provides a novel thienopyridine or thienopyrimidine derivative having anti-inflammatory activity and bone resorption inhibiting activity.
