A collapsible water circulation system (1 ) for enclosed tanks (2) such as used by municipalities. The system (1 ) in its collapsed configuration is designed to fit through the opening (9) in the tank (2) and then to expand to its extended configuration without personnel having to enter the tank (2) The system (1 ) Includes a tube (11 ) extending from a dish (13) to an inlet (H') anchored on the tank floor (7) The system (1) also includes at least three flotation arms (21) that can be deployed to extend horizontally and outwardly (13) An impeller (15) within the dish (13) draws water from the inlet (1 V) through the tube (11) to the dish (13). The water passes through the dish (13) over its upper lip (13') and radially. The flotation arms (21) mount to the system (1) above the dish (13) and can pivot between collapsed and deployed positions
