The invention is related to a hydraulic cement composition with a substantial part of the cement being replaced with fly ash. In order to increase the rate of the strength gain as well as the freeze-thaw scaling durability of such concrete material, a particular additive is used in very small quantities (from 0.2% to 1% of the weight of the cementitious materials in the mix), said additive comprised of finely ground amorphous carbon derived from wood or wood coal after driving off volatile substan- ces from the wood or wood coal by heat under relatively low temperatures in an oxygen depleted environment. The above additive is further enhanced by a protein powder, for instance, dried animal blood, for air entrain- ment purposes, which effect is further enhanced by an alum (aluminum sulphate) supplement.
