ABSTRACT A composite web of free standing (non-blocked) plies of synthetic resinous materials is prepared with evenly matched linear lengths of each ply. A carrier ply is main- tained under controlled tension and is trained about the surface of revolution of a supply roll of a reinforcing ply of scrim material. As the carrier ply is advanced, a matched linear length of the scrim ply is applied on one surface of the carrier ply, regardless of different elongation properties of the scrim and carrier plies, respectively, and with minimal or no neck-down of the scrim ply. A liner ply can be applied to the opposite side of the scrim ply using the same principle. The resulting composite web is ideally suited to be converted into filled, scrim reinforced, bag structures. 18,422-F
