A method for making a sound-attenuating air- throttling structure (10) for use in a heating, ventilating and air conditioning system (11) includes providing an air throttling section (13) and a sound- attenuator section (25), both having plural exterior surfaces (51). An insulating component (55) is made and such component (55) is then secured with respect to the exterior surfaces (51). The sections (13, 25) may be made and shipped separately for later attachment to one another in the field. Or such sections (13, 25) may be configured in a single composite housing (117). So that purchasers of such structure (10) can be aware of the noise criteria of the structure (10) and can thereby determine whether or not such structure (10) meets the noise criteria set forth by the specifying engineer, a highly preferred method also includes certifying the sound characteristics of the structure (10).
