The chemical or a precursor dissolved can be dissolved in a solution having a solvent which swells the matrix by at least 10 %. The chemical is then deposited in the matrix in a form in which it exhibits a relatively low aqueous solution solubility. The resulting product exhibits long term emission of the chemical in its neighborhood for medical and other purposes. The product may be, for example, a cannula.
