The invention is concerned with crosslinked water-insoluble pH regulating polyvinylimidazole hydrogel pellets having a swelling index of about 10 grams of water per gram of dry hydrogel. The hydrogel consists essentially of about 95-98% by weight, based on the total weight of monomers, of N-vinylimidazole and about 2-5% by weight, based on the total weight of monomers, of a water soluble polymerizable divinyl crosslinking comonomer that is copolymerizable with the N-vinylimidazole.
