A portable apparatus for applying tension to a fencing means (10). The fencing means (10) includes a number of generally horizontal flexible straps (12) and vertical connecting means (14). In the preferred embodiment the fencing means (10) is attached to a spindle (52) which can be wound using a crank handle (58). The spindle (52) is supported by a spindle support means (20) which is releasably anchored to the ground.
