A sealing delivery system including a layer of sealing material juxtaposed with at least one layer of open cell material, typically in the form of an elongate tape. Application of a force along the longitudinal axis of the tape produces a longitudinal component of tension and a perpendicular component of compression such that the sealing material reenters back through the interstices of the open cell layer, resulting in a relatively non-tacky, easily handleable surface.
