A process is provided for harmlessly decomposing chlorine-containing industrial waste which is toxic and difficult to decompose in nature. The process comprise: charging the chlorine-containing industrial waste into a melt-refining furnace, which is generally heated by electric power, to melting and refining the industrial waste at 1100°C or higher, thereby thermally decomposing the chlorine-containing industrial waste. Optionally, the chlorine-containing substances maybe separated from the non chlorine containing substances prior to charging.
