A dual containment system has an inner and outer shell, the inner shell providing a first layer of liquid containment and the outer shell providing a second layer of liquid containment. There may also be an air space between the inner and outer shell. In the event of a leak in the inner shell, the air space allows for collection of any escaping fluid within the outer shell. The inner shell has a high liquid level, and a load line extends from within the inner shell over the high liquid level to outside the outer shell. A valve is included on the load line above the high liquid level for selectively venting the load line and disabling the load line.
